Client Advisory & Deal Structuring: Advise 15+ clients across Chile in the transit, energy, telecommunications, and legal sectors on project structuring, subsidy optimization, and regulatory compliance for regulated operations and electric bus and charging infrastructure. Administer disbursement of 247,650 Chilean UF (USD 11.1 million) in annual subsidies across seven transit clients, allocating ministry transfers to the individual owner-operators within each.

Financial Modeling & Due Diligence: Build project-finance models covering the full contract term for DBFOM structures, incorporating multiple sensitivity scenarios, debt-service and loan-life coverage ratios (DSCR/LLCR), and tools for calculating break-even prices, and lead technical and financial due diligence for lenders, investors, and concessionaires. 1,621,270 Chilean UF (USD 68.5 million) in fleet and depot acquisition cost; 2,365,878 Chilean UF (USD 100 million) in total scheduled lease payments; led due diligence responses for USD 63 million of that total.

Site Feasibility & Permitting: Evaluate site control and permitting risks prior to capital deployment, using GIS to screen sites against zoning requirements while reviewing property ownership and occupancy rights, title encumbrances, environmental overlays, and utility interconnection.

Tenders & Regulatory Representation: Manage public procurement bids from preparation through submission and act as formally designated authorized representative (apoderado) for operators in 50+ administrative proceedings (descargos & recursos de reposición) and 250+ formal inquiries before sector regulators.

Stakeholder Negotiation & Analytics: Mediate between public agencies and private operators to resolve obstacles to regulatory approval; build automated dashboards and AI-supported tools to streamline monitoring and evaluation.

Portfolio Oversight & Governance: Directed regulatory oversight and portfolio governance for 15+ transit concessionaires receiving more than USD 35 million in annual subsidies across four southern regions (Araucanía to Magallanes).

Tender Drafting & Evaluation: Drafted and evaluated public procurement documents for regional transit concessions, reconciling land use, utility capacity, and cross-sector regulatory constraints to make terms technically feasible and legally compliant, and assessed bidder submissions against them.

Regulatory Rulemaking, Rollout & Liaison: Authored program-specific regulatory rulemaking documents, including coordinating inter- and intra-agency approvals, then led the regulatory and operational rollout of transit programs across the macrozone as principal liaison with regional and local governments and operators.

Financial & Operational Analysis: Conducted financial and operational analysis of regional bus systems, assisted in the development of programs that complied with statutory requirements, and prepared policy briefs and analytical reports for executive review.

Data Validation & QC: Validated operational and regulatory databases and performed quality control on contract amendments and administrative filings.

Program Management & Stakeholder Coordination: Coordinated up to 20 stakeholders across multidisciplinary capital transportation infrastructure programs, guiding technical, contractual, and business decisions to keep projects within a USD 300+ million portfolio on track.

Traffic Modeling & Simulation: Developed traffic microsimulation models for highway widening and capacity improvement projects for VDOT, MDOT, PennDOT, and FHWA, and large-scale signal coordination models in Synchro for the South Arlington and DDOT city-wide programs.

Traffic & Revenue Analysis: Developed traffic-and-revenue models for toll-road projects including the Transurban I-95 and I-495 Express Lanes, the MWAA Dulles Toll Road, and the MdTA Intercounty Connector.

Regulatory Compliance & FHWA Documentation: Developed regulatory compliance analyses that shaped infrastructure design and permitting strategy, and contributed to the drafting and internal review of Interchange Modification Reports (IMR), Interchange Justification Reports (IJR), and design waiver requests submitted to FHWA.
